Did CIA give the "Stand-down" order during the Benghazi Attack?

Comments: I was watching Fox News this evening (The 5 pm show) and Bob Beckel, a staunch Liberal Democrat strategist and political analyst for Fox News, said that the CIA did give the order for the US military personnel stationed in Tripoli, Libya, the stand-own order - something that many thought was given by President Barrack Obama. And he implied that since the CIA gave the order, there's no way Obama could be blamed for holding back soldiers that could have made a difference that night at the US consulate and CIA Annex at Benghazi.
Recap: officials from the US embassy in Tripoli testified before Congress earlier this year that upon hearing of the invasion of the US consulate at Benghazi, Libya, soldiers at the embassy did what soldiers do best - they wanted to go and face the killers. As they prepared for the trip, an order reached the highest commanding officer to "STAND-DOWN". In other words, no military personnel must go to Benghazi until the order is removed. This became a huge political issue and a very damning scandal, as the conservatives believed the administration knew more about who gave the order, while the Democrats are fighting tooth-and-nail, with the aid of the media, to kill the saga. The desperation on the left also forced leftwing media people to call the Benghazi scandal, despite ongoing investigation, a "resolved scandal". 
The revelation that CIA gave the order to stand-down, may only add fuel (in days ahead) to the already swelling controversy and damaging scandal. It brings up another possibility: The CIA maybe covering up for President Barrack Obama and probably trying to cover up for its own inadequate action prior and during the attack on US consulate at Benghazi which killed four US officials including the US ambassador, Stevens. 
It is widely known that the president is the only one with the authority - as 'Commander in Chief' - to order any a military stand-down from a heightened alert. It is, therefore, highly unlikely that the president did not give the order for the soldiers to stand-down. But if the CIA did, it shows two things; one - the president failed miserably to command the US soldiers at critical times, and two - the president is seriously incompetent when it comes to attack on American properties around the world. It reminiscent of President Clinton's failures to stop Al Qeada, and his retreat from foreign countries after being attack.
In fact, shortly after this attack on a US compound, president Obama order the closure of US embassies around the world citing credible threats which something he should have done on that fateful day in Benghazi, and something he should have known as the commander of the US armed forces. This is the irony!
